Job Description

Purpose of Job

Establish, manage and develop effective and efficient operational teams, including contractors, in line with budgetary targets, to ensure we are delivering a best in class performance, providing our commercial teams with an operational competitive advantage; providing our media clients with a compelling reason to continue to buy JCDecaux products and services. Defining processes, procedures and use of systems to ensure we are managing all data in accordance with Group guidelines.
To acquire 3rd party advertising rights to private and government owned properties throughout Namibia as directed from time to time. The successful applicant will be responsible for all aspects associated with management of all leases, applications for rights and approvals with Local Municipalities when applicable.



Minimum Requirements

Must have a tertiary qualification
Must have at least 5 years operational management or similar experience
Must be proficient in local language (written and oral)
Must be proficient in English (written and oral)
University graduate or equivalent (technical subject)
Preference will be given to citizens of the country
Valid Drivers License & Valid Passport



Key responsibilities & Functions

Operations

To build and maintain loyalty between the advertiser and JCDecaux through innovative technology, high quality standards and professional service level.
Manage the operational performance of planned and reactive maintenance against contractual and internal KPIs, especially cleanliness of assets (particularly digital), site presentation, branding, illumination, painting, mechanical repairs, poster presentation. on a monthly basis
Manage in-house flighting performance to ensure on time and right first time targets are met (in line with Group guidelines)
Review in-house v subcontractors for best value on an annual basis.
Review reactive performance against landlords and advertising sales complaints and escalate where required: target is same day/24hrs.
Review operational flexibility to ensure, within reason, changing demands from both landlords and advertising clients can be met.
Monitor and manage any obstructions to our assets, liaising with Development where landlord engagement is required.
Work closely with Development team on new product development and services to ensure the asset base evolves in line with landlord partners and advertising clients’ expectations
Manage Health & Safety action plans on a monthly basis.
Manage monthly stock checks and records of plant/PPE/tools receipt by employees.
Manage cleanliness and orderliness of employees, vehicles, depots and storage to Group standards.
Manage people, vehicle, asset quality, electrical, mechanical and structural & safety inspection action plans.
Manage all capex projects to ensure product delivery and on site works are on time, to standard, safe and in-charge dates and cost targets are met.
Review costs on a monthly basis.
Approve all recruitment and salaries in line with Head Office processes.
Produce monthly Operations report
Liaise with direct management for any operational support and guidance, escalating any major issues with immediate effect.
Ensure all data management processes follow Group guidelines.
Feedback ideas for system/process evolution.
Treat all expenditure as if it was your own.



Development:



Sourcing of properties (private landlords & property management groups) suitable for commercial advertising
Interpretation of Municipal By-Laws to ensure compliance for proposed new sites so that only procurable sites are pursued
Actively identifying and pursuing new property developments
Taking photographs of potential site and liaising with marketing department for mock-ups including populating onto internal mapping system to present to council, in applications
Negotiating the terms and conditions of Lease Agreements with Landlords
Proactive networking and fostering good relationships with Landlords and Developers
Networking with council members
Preparation of documents/Applications for Municipal and Provincial approvals
Preparation of documents for South African National Roads Agency approvals, where applicable
Developing relations with our sales department and understanding which clients advertise in certain regions of Namibia.
A full understanding of which media types or sizes of billboards belong in certain areas (regional, metro and suburban etc)
Complete and detailed building files being compiled and submitted for internal/external approvals
Co-ordinating with the Groups operations team to ensure sites approved are built on the approved locations
To develop and manage retail portfolio programme
The Asset Management executive actively endeavours to maximise net income per property through:



Reducing site rental to landlords
Focus on development or re-development of street furniture portfolio to maximise income



Renewal of existing leases
Lease administration, renegotiating existing leases
Ensure that renewal of leases with landlord is achieved prior to expiry
Ensure that the renewal of approvable billboards is renewed via the local authority
Management of problem properties
Advising on and implementation of lease renewals or new leases



Key Reports: Flighting and maintenance personnel, contractors.

Ensure quarterly KPA reviews are conducted, recorded and ‘smart’ objectives agreed.
Review all job descriptions annually.
Identify personal development programmes to assist in the retention of key employees.
Conduct monthly team meetings.

Skill requirements

Strong interpersonal skills across a broad spectrum, ranging from negotiation, communication, mentoring and essential leadership requirements
